exactly sounds like high function autism spectrum. for these kids, acdemic is never the problem, they are purely bright, sharp and talented in different ways. The problem is their social interaction skills. if he is throw in a general ed classroom without IEP, he will be so overwhilmed. Young kids /his classmate at his age may be brutal honest sometimes, you can't just shield him form the real world forever, he has to learn the indenpence, to learn how to interact with other kids, how to join a palygroup, how to react to an unfriendly comments...and those things I am talking about are exactly what IEP going to provide, a few hour in a special day class along with the general ed class may just do the trick.
why do I know? I have two boys aged from 4.5 to 6, all had special ed background, have IEP, attending special day class full day or just 1 hour/day. The 6th-year-old already back to his home school, totally join the general ed, now a smart, happy and very social 1 st. grader. the other one is on the way to progress too. For these kids, the key is early inetrvetion. The early, the better. Mine is start from preK year.
You may ask your school district about special education program and evaluation, if they have a conclusion, your son will have an IEP, then his funding is garanteed by federal funding, nothing to do with general ed funding. Not every school has the staff or facilities fit for these kids, they may go to different school to attend their special ed program, district may provide transportation, at least for southern CA.
Don't ignore the problems as simple as a shy kid, you don't want him to be shy or unsocial for the rest of his life?
