求教数学问题？

My daughter is in 4th grade. yesterday, she did her math homework.

Rounding the following number to the whole number:

9.49; 212.449

Her answer is 10 and 213

However, I think this is not correct, the answer should be 9 and 212. I asked her to check with teacher. today, she came back to tell me the teacher said her anwer is right. this is what the teacher taught her.

I still disagree. which answer is right? Can someone help ? Thanks!
