今年k12成绩卡（4，8年级数学和读写）又显示30年新低。

底部学生自13年起那是自由落体。专家指向各种原因，主要手机从13年终于普及到过半。现在，手机普及率大人小孩都过90%。教室又普及Chromebook，iPad。有教师指出，有的小孩变成没有一点点注意力，不能听完一首歌，不能听完一个完整故事。学校纷纷取消惩罚，结果课堂秩序混乱。我认为主要是取消了accountability。小布什的no child left behind要求每年测验，伴惩罚和鼓励。底部学生成绩一直上升。但是教师和校长们最反对以考分论高下，好多家长也不喜欢，给他们小孩压力了。他们政治势力很大。近十年各州waiver取消。13年左右推出every student succeeds act。密西西比州今年测试亮点，底部学生做的很好。他们一个是回到phonics 一个是坚持每年考试。教育就如同各项服务，越来越放弃大众。
