School psychologist is the person to decide who should have speical education,and this person might not have a M.D degree, but is trained in certain areas.

In our school district, there are different speical day classes for speech delay kids. For those who have only speech delay due to bilingual attend a more like typical preschool with speech help. Those kid are expected to go back to mainstream after preschool. But for thoes who have speech and develepmental delay, it might take longer for them to go back to mainstream. Of course, some cannot never go back.
