It's your responsibility to protect your baby,

especially when your child is much younger than the other. Say to the older child gently but firmly: please don't talk to xxx like that, you are making her upset.

It will be a good lesson for the older girl too.

And of course, if it doesn't seem to improve, it's always a good idea to avoid "bad" playmate.
