trouble with school registration

We just moved to a new city. When I went to register for my kids today, I was told the class is full for their grade, and need transfer to another one (maybe transfer back when there is available later). Since all the kids in the neighborhood attending this school, I really do not want my kids to go to another one. Does anyone know if there is any way to persuade the school or any policy for that?
