NIH funding is subject to Title VI

The National Institutes of Health (NIH) provides federal funding for research in the health sciences, and is a part of the U.S. Department of Health and Human Services (HHS).

Title VI refers to Title VI of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race, color, or national origin in any program or activity that receives Federal funds or other Federal financial assistance.

As a result, any funding provided by NIH, which is a federal entity, would be subject to the provisions of Title VI, meaning that recipients of NIH funds cannot discriminate on the basis of race, color, or national origin.

So, while NIH funding is not "Title VI funding" per se, it is subject to Title VI regulations. The distinction is that Title VI is not a funding source, but rather a set of legal requirements that apply to most funding from federal agencies.
