flagships, schools below top 20 (and top 15, LAC) on USNWR, ED/SCEA or EA (not help too much) is the best chance; w/o hook(s), those indeed do not help too much as expected in general; by the way, admissions from this high-profile high school are not very impressive excluding S (favoring CA residents, of course).
