UCB is much stronger academically overall (for graduate school and research mainly), especially international rep.

As undergraduate student, a Brown student is typically viewed higher than UCB undergraduate, just because UCB has quite a lot lower-tier students (but quite a lot top students as well) while a majority of Brown students are pretty much at the even level - ivy quality.
