Not necessarily true for all public schools.  Even though it may be true for some public schools, high school college counselors also have deal with college admission officers to protect colleges' yield.  A common practice is that high school college counselors push Chinese students to MIT instead of to HYP bacause more Americans prefer HYP over MIT.
