If he can understand you or the teachers, he is fine.

Give him extra half year.
Encourage him to speak out what he wants instead of satisfying him under his instruction of body languages.
Understand his situation: two languages every day.

My younger one had exactly the same issue. Now his is a happy talky boy, using both English and Chinese.
