I am really sorry to hear that. I am totally surprises that school did not suspend the bully. Once they know they can beat up certain kid (like yours), they will more than likely do it again and again.

You are absolutely right about good school district. Where we are moving to (not in CA), one needs at least $400,000 to get a decent house. There a few 50 ~ 60 years old 2000 sq ft houses and they are bid up to $300,000 or higher. In such an enviroment, you will have much less "bad kids" and any bad behavior like bully will be dealt with by school very heavily.
