how to set rules for kids

My friends set lots of rules for their kids, they are very strict to them. What I noticed is their kids are very polite and well-behaved when thier parents are with them. If their parents are not with them, they behave totally differently. I don't know if I should tell them and wondering why the kids were acting like that?
