Agree, summer interns are mostly targeted for juniors and some sophomores.  There are exist some for freshmen but not many.  If he is really into it, he should be able to find one.  Why not do study abroad in the summer after freshman year and find intern next summer?  Our son did do summer intern after freshman year.  He is going to finish his sophomore year and got one offer so far for the coming summer.  But he decides to do study abroad.  He regreted not studying abroad last summer.  If he did then he can do intern this summer and make some serious money.
