these districts tend to be weak in

humanity/literature in their curriculum, tend to promote unhealthy academic competitions instead of well-rounded teaching, and also less social emotional supports.

It's the majority kind of parents determining the kind  of school and the kind of students. These are my personal experiences and observation.
