Sounds like the charter school in our town.

I heard they separate the kids fast/slow even in same class. The school has evaluation system before entering similar to what you mentioned, the student source is 50% asian even though we do not have big asian population here, 40% eastern european and maybe 10% local white. Still it is hard to get in.
