I think reporting to police is the right thing to do.

I would not transfer if other aspects of the school are satisfactory to you. But do keep the pressure on school so that B gets the proper punishment. You can also talk to other parents to exert pressure together. Violence in high school is a sensitive issue, and the school has an incentive to get rid of B.
