I guess the English version is intended for non-Chinese readers.  I suggest you to rewrite it so it is more compatible to other cultures.  Chinese government has been playing God since its inception, all in the name of "Greater Good", and this is the core of the reason why China is so despised around the world.

In your writing, you need to abandon Chinese-style thinking to avoid offensiveness of the tone.  It has to have some basic and simple logic. Do you realize you are trying to change something you believe it has "重大的、不可估量的作用"?

"在控制人口数量"  == >  Not even close to the wars, and diseases in controlling population.
提高人口素质方面  ==>  Chinese has become smarter or prettier because of the policy? Do you have any statistics to support that?
