You are comparing apples to oranges

The snow/ice storm happened in the southern part of China. Many of those places didn't have snow at all. Why do you think China should spend billions of dollars to prepare those kind of things? Sure, China can buy millions of snow plowers, but only put them in storage and wait another 100 years for this kind of snow?

Talking about emergency handling, Chinese government does a much better job that the U.S. government. How many people died in Katrina hurricane in New Orleans? It is a place that is known for hurricanes, but still so many people died. China has those kind of Typhoon every year as well, but not like thousands people died in one hurricane.
