Although teaching funding is going to be cut, universities can

instead charge students for 100% tuition fee. Students can in

turn get loan from goverment. If students fail to get their degree

or their future salary is below £21,000, they don't have to pay back. 

Also, their payments will depend on how good their future salary

could be. I think this policy change in higher education is for more fairness

and will strengthen the position of good universities in the country.
