Before taking a vehicle on the road

The vehicle must:

• be registered with the Driver and Vehicle Licensing Agency (DVLA)
• have a valid vehicle tax disc
• hold a current test certificate (if this is required)

You must:

• have the minimum of third party insurance which covers your use of the vehicle

也就是说，驾车的人（不一定是车主！）有保险驾这个车就行，DVLA从来没有说明车主一定买有驾这个车的保险。车不动，只要有路税就可以，不是一定要求车主买保险。

我说的是标准答案，不必争论了。多年前过去这里也争论过，甚至有些警察都不明白这点。
