I never heard about Inland Revenue would waive the Stamp Duty for first time buyer....I might be wrong :-)

Even if such a new regulation existed, I assume it might be for lowest Stamp Duty band.

However, some estate developer offer to pay Stamp Duty for you, which means when you buy their newly built property you don't need to pay stamp duty. Apart of it, there may be some other attractive offers...such as new kitchen and etc.
