Why is there MOLD in the first place?

The tenant should be responsible for damages HE/SHE CAUSES, and landlord should be responsible for damages from all other causes.

Make sure the fan is working, and if it works, find out if tenant uses it or not. If the MOLD is caused by the tenant's neglect (not using fan), you can charge him for the repair.

Don't let him repair it himself.
