If you are talking of putting a couple of walls and a door to make a bedroom, you might be able to do it for 1k(but make sure the room has heat/vent). To make a bathroom from a space with no previous water, sewage, and electric lines, you probably need permit/licensed worker, inspection, etc. Maybe 2-3k.
