You should have evicted your tenant right away. You should not wait for HOA to act on it. When HOA has to act on it, they charges administration fee and legal fee.

Since the cameras are is violation of your lease, you should give your tenant a letter. He should have choice to either correct it or move out in 7 days (the period varies with state). If he does neither, you can file eviction in court.
