I know that "PD又不是他家开的", but filing a police report (I don't know if they indeed did so) for this sounds way too abusive.

In fact, I told them 1 week after they moved out that by CA law I had 21 days to issue refund as they kept pressing me for this issue so I ignored them several times.

You're right that we are OK as long as we as landlord take care of what we are obligated to, but facing such annoying people is a pain in the ass.
