Sorry, being an out of town landlord does not leave you a lot of choices.

I would probably budget as follows:

2 guys 2 days to jackhammer the concrete, and dig the trench to expose the broken pipe. 2 more days to fix problem, fill back dirt, pound down, and pour concrete back, AND REMOVE DEBRIS. Say 1 grand.

Material cost: $20 for pipe, $300 for concrete delivered.
Equipment rental: $400.
