clarify

rep is not spending more the elite group. it is taking less away from those creating the most wealth to those creating less.

there is no right or wrong for this.

just there is always a balance between equity and efficiency.

when you take too much from the more efficient group, it will reduce the incentives to work hard, and make the overall pie smaller.
