Like in my area, there is no such thing as positive cashflow, I only can go for large scale to balance the cashflow. For your case, I think it is up to you to decide what to do. The strategy I can think out of imagination (it may not be right) is to expand in order to get more positive cashflow, then use that cashflow to invest something else (not sure what something else though).
