Who is FED's share holders? Especially the big ones?

Ben Bernanke was appointed by president of united states.  In theory, he only need to report to congress.  
FOMC decided how much money FED is going to print to buy bonds and MBS.  One of the exit strategies is to hold those bonds to maturity.
