Oh? how about electric bills?

And why? 

What if you have a rental house, the tenant does not pay the water bill, the next tenant shall not get water then?  Is it also the landlord's responsibily to pay the unpaid bill?

Have you ever checked with a lawyer about this?  Is it common practice?
