I don't know all the answers but try to answer/suggest as much as I can. BTW, what I know is for California, not sure what State you are in.

1. You need to give WRITTEN notice to HA 90 days in advance that you don't want to renew the lease.

2. In the first year, you can not break the lease by saying that you want to "sell the house". Basically in the first year you can not break the lease unless the tenant breaks the lease, and you have to prove to HA that they break the lease.

3. Yes, you won't get paid if the inspection does not pass, you need to be prepared not able to get the rent for the rest of the lease. You need to contact HA to see what will happen if you don't do the Exterminator treatment and landlord certification 

4. Next time when you rent to section 8 try to do background checks! You should be able to get the previous landlords contact info and rental history of the section 8 from HA. If the tenant moves every year, he is BAD! Call the previous (not current) landlords for how they did.
