Home equity loan 3.25% - locked for 36 months

I talked to a REP in Wells Fargo.  And he claims that HELOC rate is 3.25% if you take out 25K. It does not matter weather it is owner-occupied or investment property.  No point, no fee, No prepayment penalty. 

Would like to share the news with you.  Please confirm if you want to do it.

It seems too good to be true though.....
