不知道eqlc on cash meaning what?

I have CD and not mature yet, bank allow me to borrow money based on fixed cd, but the problem is you are not able to use borrowed money and also CD money at the same times.

Question: if you have $X in bank, and you eqlc 0.9 on $X, can you buy a house used up all 1.9X dollar?
