Two changes.

1)The rate changed to 5.75%. Usually if the lender borrows the money from Fed, the rate was 6.25%, now they cut this rate to 5.75%.
(vs if the lender borrows money from other banks, the rate is 5.25%).

2)Tiem frame. They extend the borrowing period to 30 days instead of overnight. And it's renewable.
