If you expect a lot of income after retiring, do the conversion.

If you are in your 30s and current tax rate is not super high, do it.

If you do not expect a lot of income after retiring, do NOT do it.

If you do not expect your ROth IRA investment increase a lot, do NOT do it.

By the way, it really depends on your situation. There is risks and benefits.
