Your neighbor's owner is responsible

I don't think that your landlordis is responsible in this case if the neighbor's home not owned by him.You need find out who owns the neighbor's home via county's record. Contact that owner to reimburse your hotel bills. If he doesn't cooperate, you may consider to sue him.
