HUD home purchase with caveat

Has anyone bought a HUD home for investment? There's a requirement that one needs to sign an affidavit that the purchase is for primary home only and anyone making a false statement is subject to a fine of 250k and up to two years in prison. I am wondering how they can enforce this rule.
