请教: unpleasant smell in the house

The tenant said there is unpleasant smell in the house, strongest at the first level, but they couldn't locate it. It's a single family house and this is the third year the tenant is there. What should the landlord do? If it needs sewer leak repair or dead animal removal services, who should pay the fee? Thank you for any suggestions!
