I made two offers recently:

1. REO, 2/1 condo. Asking price $125K. I offered cash offer $130K with no contingency. It got 19 offers and my offer is the second lowest offer.

2. Short sale, 3/2 condo. Asking price $210K. I offered cash offer $220K with no contingency. It got 24 offers and the seller took another cash offer of $237K.
