谁应该pay transfer tax?

请教大家，买新房，谁应该pay transfer tax? Seller or buyer? 好像买旧房都是seller pay transfer tax.我们现在买新房，我们的loan agent把这一项算在我们（buyer)的closing cost里了。thank you for your help.
