Rent - Section 8

We inherited a section 8 renter.

Does section 8 office decide the rent or we decide the rent?  The rent charged by the previous owner  is higher than what is the specified in the letter sent to us by section 8 office.

Do we need to lower the rent for the current section 8 tenant?
