usually water pressure depends on 2 things.

1. size of pipe, incoming pipe should be 1 inch,
2. the line need to hold 35-50 lb of pressure, anything higher than 60 lb, will cause problems, now, 50lb of pressure, not 50 gpm.

now, have you check outdoor spigot? is it also low pressure? if it is, most likely your main vault is not completely open.
