water in basement. The handyman said it was from the ground. He needs to open the soil next to the outside wall, seal it, and the cost is about $3000.

the base of the wood wall in the basement was rotten, it was like a big floor there, and also it was sealed by previous owner from the inside of the wall.

Can this be fixed? Is it a reasonal price? Is it worth it, please? Thanks so much.
