一胎政策 is the price

for the Chinese people to pay for the government wrong-doings.

At frist, some smart guys (good at Math) gave a plan:

1. if a family only wants a child, the family can have the child after age of 22.

2. if a family wants two children, one must be after age 25, and the other after age 30.

Only four counties used this plan. No conflict at all. The results are much better than the current plan after 20 years.
