how to finance investment property?

Current situation:

1. the cash I have is not enough for a 20% downpayment of an investment property. 

2.I have a mortage for my primary residence with a equity of around $150,000.

Can I do a cash-out refinance of the eixisting mortgage to get enough cash for the downpayment of an invetment property? Any other ways? Thanks a lot!
