In the US, keystone can only bring in 20,000 jobs.

The amplifier factor, say 6, will generate about 120,000 jobs, and only 60% local, = 72,000 jobs. I assume this is similar in Canada. What makes you think tens of thousands new jobs will make small towns boom?
