$250K, Cash buy by selling stocks or cash buy with cash-out refi

May I ask for your opinion on below pro/con for above? 

The pro:

1. possible tax benefit,  28%+ income bracket

2. current going no-cost refi rate at about 3.75%

The cons:

1. The county charge 0.69% as a form of tax for cash-out.

2. possible missed out opportunity on the stock uprise in this election year
