You use this to claim dependent allowancs. This is to plan your tax withholding when you get paid for the year. Based on your previous tax return, if you always get money after filing tax,you may increase the number. If you normally pay the government when filing tax return, you should decrease the number. Make is as close as to that you don't pay the government and you don't get a large amount money back. Either you get a fat check from the government or you send out one is not a good planning.
