Is the paint done before tenant B moved in?

If she moved in after the paint and your lease has as-is, you can discuss this clause with tenant. Maybe she will compromise.  It is only visible under strong light.  Should not be a big issue.  Don't take it on you hubby.  If the rent is >$1500/month, $2000 paint is worth the money.
